Support to the Samoan Ministry of Commerce, Industry and Labor

The ACP EU TBT Programme is currently supporting the Fair Trading, Codex Alimentarius, Consumer Protection & Metrology Division (FTCACPM) of the Ministry of Commerce, Industry and Labor of Samoa for the review and the implementation of the Metrology act, which has recently passed into law.
The Division plays an active and proactive role in:
- promoting consumer and trader awareness especially in regards to their respective rights and obligations in the market place;
- improving competition and efficiency in markets;
- promoting compliance with fair trading practices;
- promoting competitive pricing and restraining prices in markets where competition is less effective
The Metrology Act allows the use of metric measurement to be in line with the units of measure used by international trading partners. One of the objectives in the new legislation is to establish a unit within the FTCACPM to facilitate pragmatic advancement on metrology issues. The metrology act will enter into force in January 2017.
In July 2016, the senior metrology expert Mr. Jean-François Assier conducted a field mission in Samoa to provide specific technical assistance in relation to the review of the Metrology Act and to support the development of its implementation strategy. The expert also evaluated the situation and the needs in terms of human resources, trainings and technical assistance for further support.
During the field mission, 3 agents of FTCACPM have been selected to attend a 2-week training on calibration of weights and measures equipment, pressure, volume and temperature at the Laboratoire National de métrologie et d'Essais (LNE) in Paris, France from 17 to 28 October 2016.
